Im not from core finance area however let me explain in layman terms. Put option is a an agreement you enter with a stock / commodity exchange where exchange allows you to sell a commodity or stock at a pre-decided fixed price upto a certain period. They charge a premium for selling you put option. So even if the price fluctuates, you will have option to sell to exchange at a fixed price.

Short position means that you dont have certain commodity or stock but you have still sold it in market, because you are planning to square off your position by buying that stock later at lower price.
