Shooting down a proposal to punish women for adultery, the National Commission for Women (NCW) has recommended that a woman, even in an extra-marital affair, should be treated as a victim.

    This recommendation assumes that in all cases of adultery it is the man who is responsible. Which means the National Commission of Women in India surely has no idea about women in India :-)
