earlier I have come with the same story but at that time UTN is mandatory for ay 2009-10 But now on the reverse Govt has isued a press release vide which UTN is no longer required for Ay 2009-10 .Further TDS new rules as per Notifiaction 31/2009 like Form 17,form 24 C is deferred till further order till then old rules will be applicable
