Tripura has set an unprecedented record in the electoral history of the country in respect of voter turnout with 91.86 per cent recorded for the Assembly elections held on February 23.

    i guess you got the title wrong as with 92% voter turn out the record is for a high turnout and not low turn out..

    So it's India shining allright.. :-)
